01 - Combine beef slices with soy sauce, cornstarch, Shaoxing wine, and sesame oil in a medium bowl. Mix thoroughly and let stand for 10 minutes to tenderize.
02 - Whisk together soy sauce, oyster sauce, hoisin sauce, water, brown sugar, and cornstarch in a small bowl until smooth and fully dissolved.
03 - Heat 1 tbsp vegetable oil in a large wok or skillet over high heat. Add marinated beef and stir fry 1-2 minutes until browned. Remove beef and set aside.
04 - Add remaining 1 tbsp oil to the pan. Stir fry garlic and ginger for 30 seconds until fragrant, being careful not to burn.
05 - Add carrots and snow peas to the pan. Stir fry for 2-3 minutes until vegetables are tender-crisp and brightly colored.
06 - Return beef to the pan. Pour in prepared sauce and toss everything together for 1-2 minutes until sauce thickens and evenly coats all ingredients.
07 - Remove from heat immediately. Garnish with sliced spring onions and serve hot with steamed rice or noodles.
